GENERAL DESCRIPTION:
Under the direction of the Business Analyst, this position is responsible for performing complex computer systems analysis work associated with Wildlife Division projects.  Performs moderately complex (journey-level) computer systems analyst work.  Provides technical analysis and support for the maintenance and enhancement of several existing web and mobile based systems, including Texas Wildlife Information Management System (TWIMS), Land Management Assistance (LMA), My Texas Hunt Harvest, and the Permitting System.  Provides technical assistance to Wildlife Division staff and customers, as well as produces help documentation.  Assists with requirements documentation and software testing for existing and new systems.  Works with project teams to produce deliverables and achieve project milestones.  Works under general supervision with limited latitude for the use of initiative and independent judgment.  Performs additional duties as assigned.  Complies with all Agency, Division and Branch rules, regulations and procedures.

 

Qualifications

 

MINIMUM QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor’s degree.

Experience:
One year experience performing computer systems analysis work for business applications. 

Licensure: 
Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.
NOTE:  Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS:
Experience:
Graduation from an accredited college or university with a Master’s degree or higher in Business, Computer Science, Information Systems, or other closely related field may substitute for the required experience performing computer systems analysis work for business applications.

PREFERRED QUALIFICATIONS:
Education:    
Graduation from an accredited college or university with a Bachelor’s degree with some coursework in Business, Computer Science, Information Systems or other closely related field and Wildlife Science and Management or closely related field.

Experience:
Experience working in an information technology environment performing computer system analysis;
Experience providing technical support to end users;
Experience in natural resource management or related field.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of development, installation, maintenance and programming of custom software;
Knowledge of relational databases;
Knowledge of programming tools used to develop custom business applications;
Knowledge of the project management phases and software development lifecycle;
Knowledge of basic biological or natural resource management principles;

Ability to analyze systems and procedures;
Ability to write and revise standards and procedures;
Ability to handle multiple projects;
Ability to communicate with staff and customers on how to use software in a clear and effective manner;
Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS:
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work overtime as necessary;
Required to travel up to 25% with possible overnight stays;
May be required to operate a State vehicle;
Must conform to TPWD work rules, safety procedures and dress and grooming standards;
Non-smoking environment in State buildings and vehicles.
