General Description:
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Enterprise Technology Solutions program area, Geographic Information Specialist Division. Performs routine (journey-level) to highly complex (senior-level) geographic information systems work. Work involves input and manipulation, or coordinating the input and manipulation, of geographic information to create, maintain, display, update, and produce accurate maps and other representation of data. May train or supervise the work of others. May assist with GIS application development work. Works under moderate to limited supervision, with limited to considerable latitude for the use of initiative and independent judgment. Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army - 25B Information Technology Specialist; Navy - IS Intelligence Specialist; Coast Guard - IS Intelligence Specialist; Marine - 0241 Imagery Analysis Specialist; Air Force - 1N1X Geospatical Intelligence Information Technology, or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position. Develops and maintains spatial data information for agency business functions, documents procedures, validates data for accuracy and completeness, completes approved metadata, and quantifies spatial information. Gathers, compiles, reviews, and evaluates geographic data and information from internal or external sources, determines quality, and converts data to assist users in completing agency initiatives. Creates, modifies, and reviews maps, graphs, or diagrams using geographic information software and related equipment. Produces maps, tools, analyses, interactive applications, products, and deliverables using spatial data. Provides GIS consulting services and user training for critical agency business functions (in fields such as energy resources, land management, oil spill prevention and response, permitting and asset management, and others). Assists in developing user interfaces, interactive applications, and instructional materials to meet user needs. Develops or assists with the creation, production, and presentation of spatial information through maps, data, and interactive Web and mobile technologies for agency business functions and the public.

Bachelor's or technical degree in geography, geographic information systems, environmental science, planning, or related field. Education may be substituted for a year-for-year basis with equivalent experience in GIS. Experience in developing, acquiring, manipulating, and using geospatial data. Applicants must clearly demonstrate on the application relevant experience and education that would qualify him/her for the job. Salary is dependent upon qualifications. Applicant will be required to submit a writing sample and complete a GIS test during the interview process.

Working knowledge of Texas geography and issues critical to the mission of the General Land Office preferred (such as land and natural resource management, environmental hazards, oil and gas production, energy resources, regional cultural history, and permitting activities on state lands). Adheres to best practices of geospatial database development and maintenance, cartographic design, and Web application development, uses accepted design patterns and frameworks, and practices secure-coding programming methods. Ability to attend work regularly and adheres to established work schedule in accordance with agency leave and attendance.

The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
