GrantWorks provides planning, project development, and grant program management services for community and economic development, disaster recovery, infrastructure, housing, parks and recreation, transportation, disaster relief, hazard mitigation, coastal protection and access, and other activities that promote physical and economic well-being for more than 400 local government clients across Texas.
The Environmental Specialist provides direct support to multiple divisions of GrantWorks, including the Community Development (CD), Planning and HOME divisions. The staff members in these divisions serve residents in communities throughout Texas by implementing public infrastructure construction projects, rehabilitating and reconstructing housing and writing comprehensive plans. This position requires a detail-oriented critical thinker who is resourceful, reliable, able to multi-task and willing to learn.
Essential Functions
· Prepare and/or process NEPA environmental review records, including creating, compiling and transmitting necessary documents via mail, fax or email
· Retrieve and compile a wide variety of data from numerous State and Federal sources
· Interpret the maps and other data sources necessary to draft environmental reports
· Work with Project Managers to coordinate the environmental clearance process
· Correspond regularly with State agency personnel
· Track the status of multiple contracts at various stages of completion
· Coordinate with third party environmental service providers, if required.
· Other tasks as assigned
Typical Duties
· Receives, sorts, files and retrieves environmental -related forms, correspondence and documents
· Compiles reports and summaries of work; updates, checks and completes records, forms and documents
· Creates maps and compiles support documentation for environmental review
· Verifies discrepancies and makes corrections
· Update and maintain files and records
· Researches environmental records and distributes information
· Establishes and maintains complex filing systems
· Composes, formats and types routine and non-routine correspondence, reports and other documents.
· As needed, helps train support staff
Knowledge, Skills and Abilities
· Ability to coordinate and prioritize tasks with varying deadlines
· Ability to perform work with a strong attention to detail and with minimal supervision
· Excellent verbal and written communication skills, including the ability to effectively communicate via email and telephone with a variety of stakeholders
· Strong computer skills: Adobe, Microsoft Word, Access and Excel (to include mail merging)
· Familiarity with Google Earth and other mapping programs is preferred, GIS a plus
· Experience with NEPA reviews, particularly Environmental Assessments, state and federal agency consultations, mapping, and floodplain/wetland compliance is preferred
· Ability to work both independently and as part of a team
· Ability to learn complex procedures quickly
· Ability to navigate the Internet to retrieve information when required as well as the ability to use common office equipment/technology
· A basic understanding of city planning, public water and wastewater system components and functions, grant and/or construction management is helpful but not required
Minimum Qualifications
BA or BS Degree (Environmental Science, Planning, Geography, GIS, or related field a plus) is required. Master’s degree in a related field preferred.
Preference will be given to candidates with experience in preparing NEPA environmental review records and knowledge of the Community Development program.
