Description

Become part of the team at the oldest state agency in Texas, the Texas General Land Office (GLO). The GLO was formed to determine who owned what and where after Texas won independence. Today, the GLO manages state lands, operates the Alamo, helps Texans recovering from natural disasters, helps fund Texas public education through the Permanent School Fund, provides benefits to Texas Veterans, and manages the vast Texas coast. This position is with our Community Development and Revitalization program.

Performs highly advanced (senior-level) planning and research work. Work involves overseeing the development of local, regional, or state zoning, urban, emergency management, or site plans and programs; and conducting meetings with federal, state, and local officials and regional groups. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Military Crosswalk Information - Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army - 15P Aviation Operations Specialist; Navy - IS Intelligence Specialist; Coast Guard - IS Intelligence Specialist; Marine - 0211 Counter Intelligence/Human Intelligence (CI/HUMINT) Specialist; Air Force - 2G0X1 Logistics Plans; or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position.

Essential Job Elements

  • Prepares complex reports, studies, research projects, and other technical documents and makes presentations. Reviews plans, proposals, and studies. Collects, organizes, and analyzes data required in the development of plans or programs.
  • Participates in technical, policy, and interagency planning meetings and then analyzes needs and constructs and implements decision support-based applications.
  • Develops custom web-enabled interactive GIS maps, digitizes and maintains spatial databases of relevant information, documents procedures, validates data for accuracy and completeness, completes approved metadata forms, and produces maps of the resulting information for the Community Development and Revitalization (CDR) division, Office of the Commissioner, and other internal and external stakeholders.
  • Builds out ArcGIS Online content and apps and utilizes skills with open-source Web and GIS technology, utilizes HTML, CSS, andJavaScript programming languages in the development of online GIS content, apps, and custom web-enabled interactive GIS maps.
  • Oversees or conducts the collection, compilation, validation, reporting, presentation, analysis and interpretation of statistical data.
  • Evaluates statistical methods of procedures used to obtain data to ensure validity, applicability, efficiency, and accuracy.
  • Oversees the development of geographic information systems and tools that may link CDR division program area data to produce web-enabled interactive GIS and other maps or quantify information related to official agency business.
  • Reviews maps, graphs, or diagrams using Geographic Information System (GIS) software and related equipment and evaluates information and geographic data from CDR division and outside sources, determines the quality of the data, and converts data for critical agency projects to assist in management decision-making.
  • Oversees the creation of custom maps, high-quality outreach and executive-level presentations, and mapping applications for numerous agency program areas, and develops user interfaces, menus, and macro-level commands to meet user needs.
  • Oversees the development of and/or develops contracts and amendments by identifying provider resources and describing
  • services to be rendered. Evaluates requests for contracts, amendments, and work orders for reasonableness, adequacy, and correctness of supporting paperwork; and ensures that the proper chain of command and protocol is followed for such requests

Qualifications

 

Minimum Qualifications (Education + Experience)
Five (5) years of experience in planning and research work. Graduation from an accredited four-year college or
university with major coursework in city or regional planning, economics, business or public administration, political science, or a related field is generally preferred. Experience and education may be substituted for one another.

Preferred Qualifications
Experience and firm understanding of Community Development Block Grant Disaster Recovery and Mitigation (CDBG-DR/MIT)policies and programs while demonstrating critical thinking and technical skills. Experience and understanding in the fields of policy and community planning, geographic information system (GIS), statistics and data analysis, and contract management. Additionally, the candidate will have demonstrated experience with HTML, CSS, and JavaScript and demonstrated experience developing custom web-enabled interactive GIS maps. Experience with ArcGIS Online content and apps and open-source Web and GIS technology. GISP Strongly preferred.

Knowledge, Skills, and Abilities

  • Knowledge of government organization and administration; and of principles, objectives, and procedures of governmental planning, programming, and research.
  • Skill in project management, budget management, and grant management; in the use of a computer and applicable software; in applying statistical tools to data; in preparing reports and presentations; and in collecting and analyzing demographics and statistics.
  • Ability to evaluate planning material; to conduct research; to communicate effectively; and to supervise the work of others. Ability to attend work regularly and adheres to established work schedule in accordance with agency leave and attendance.
